This is how much more we are spending per capita than we were 10 years ago. Looking at K-12 education, it has gone up 40%. I can sure tell you, as much as some people like to blame the teachers unions, teachers wages have not increased 40% in 10 years. Where is the money going?
The criminal justice costs have increased over 100%! Do we have double the prisoners we had 10 years ago? I don't think so.
California Government Department
2007-08 less 1997-98 Per Capita Spending
Criminal Justice $185
General Government $14
Health $265
Higher Education $109
K-12 Education $399
Resources & Environmental Protection $27
Social Services $59
Transportation $30
Total $1,088

Bottom line, IMO, is between the casinos, lottery and increase in property values, these people in Sacramento have been on a drunken spending spree. Now the money is drying up and they want to keep spending the same amount. So even when they say "cuts" they are not really cuts, they are just going to have to go back to the budget they had a few years ago.

Judge: LAUSD Can Fire Teacher On Leave For 7 Years
Co-Workers, Students Accused Matthew Kim Of Sexual HarassmentLOS ANGELES (AP) ―
A judge says the LAUSD can fire a teacher who was banned from the classroom seven years ago over sexual harassment accusations.
A judge has ruled that the Los Angeles Unified School District can fire a teacher barred from the classroom seven years ago on sexual harassment accusations.
The Superior Court ruling came Monday for special ed teacher Matthew Kim, who collected up to $68,000 per year while on leave and reported to administrative offices where he was assigned no work.
Co-workers and students accused Kim of harassment four times at Grant High School. Kim, who contested his 2003 firing, has cerebral palsy and said touching two co-workers' breasts was an involuntary arm movement.
The district has 160 "housed employees" who report to offices while the district processes their cases.
The teachers union contract prohibits the district from assigning them tasks

In the beginning of a village or town developing, the town, as a group, built a schoolhouse. The town, as a group, funded the school supplies, and hired a single qualified teacher, usually from out of town, and supplied housing for that teacher. The town supported the school thru fund raising efforts, and all monies stayed in that town, for that school. While it is true the teacher, or "school marm", didn't get rich they were usually paid enough to have a pleasant life and a lot of respect.....Along comes community organizers, like O, and the whole deal falls apart because now there are administrators on the payroll that dictate the curriculum. It all went downhill from there to what we have today. Too many chiefs and not enough Indians. It is our children that suffer because these chiefs could care less about the actual education they receive as long as they make 3 times more than the teachers.....I may have left out a few steps, but what you see today, is what you get...........Ray
PS See any parallel to school funding thru gambling or the Cal lottery?
