That's probably one of the dumbest things people do at night in a boat. Anytime you are not anchored you are considered under way and must have all proper nav lights turned on. I have witnessed quite a few accidents first hand where "floaters" felt they only needed an anchor light on or felt it was better to turn all lights off in order to have a better view. Stupid if you ask me.
