Everything you said is true. Combine that with the fact that the police imprisoned the Gang leadership and tore down the housing projects. The result was hundreds of gang members moving into communities of rival gangs. Now instead of two or three gangs, There are 20 different factions with no rules or leadership. However, there are many middle-class black people doing very well in Chicago. These are the people that I grew up with.
