    He's talking AR lowers. When he says 90% it is because commercially you can make them up to a certain percentage (not sure if you can go up to 90 but certainly 80) and it's not considered a firearm yet. They sell because then somebody can buy it and then finish it off and now they have a legal home made firearm with no ATF or State record of purchase.

    thats a funny term because a stripped AR-15 or ar-10 lower is only about 10-15% of the cost of a build not including optics
