Brake replacement on a Yamaha TTR 230?

Any one here ever have your rear wheel off. Is the braking surface on the inside of the hub shiny like a chrome mirror? Mine is and I have never seen one look like this before. The bike seemed to be lacking braking strength but it seems to have plenty of material left on the shoes. Could this have gotten so polished that is is hurting the braking capabilities?

When I had a ttr230 it did not have a chrome mirror finish.

Three different techs looked at it and agreed they had not seen one like it but that it appeared to be in fine working order. They told me not to expect much in the way of braking strength even new. Lovely. We'll see how she works next weekend I guess.
