Decal ghosting on gel coat

I was looking at a boat with some decals (wrap), comparable to my attached picture. The gel coat was white, original and in great condition (waxed regularly no oxidation). If someone were to remove the decals and there is ghosting, what steps would need to be taken to remedy the problem? Thanks!
