It is an ekranoplan, or a ground effect vehicle, at least that is what I think it is... I

flies, but only several feet above the water.

Looked it up, and noticed it is counter rotating system.

As a old manufacturing guy, the tin bending and engineering is incredible.
The woodworking skills for making the props is a lost art. No 5 or 6 axis machines at your disposal then.
