The front seal is leaking on the pulley side, are they rebuildable?

Doing maintenance on the boat today and went to check the oil level on the raw water pump. The oil seems to be diluted with fuel, im guessing the fuel pump is bad?

I have the K-plane style Eddie Marine tabs on my boat and they are leaking from the hydraulic actuator shaft seal. My question; has anyone rebuild and replaced the seals on them? Are they easy to do, any special tools needed? Thanks.
