    It is Olivenhain Water District. We have several videos from the night of the break and many pictures. Thank you for the advise. It has been a major headache finding anyone to quote the inspection and repair work.

    Agree. Some sort of brain damage that prevents these dog owners from seeing the truth. No matter how much evidence is presented, they are in constant denial until the animal eats their child (the start of this thread) or severely injures them.
