I know someone who had white bedliner applied to the areas that rubbed when beaching and it works really well and is not noticeable. I guess the only downside would be if you ever wanted to remove it? it was on a deckboat with a white bottom and had zero performance affects when on plane.
I have the Gibson mufflers and didn't notice any loss in power on my 525, maybe 1mph tops. I know they have a few different sizes, maybe yours are too restrictive for your motor?

yes if its a laquer base now you can go over with laquer base again. if possible scrub with a degreaser and pressure wash first. let concrete dry completely then reseal in the morning or evening so laquer doesn't bubble or string from direct sun heat.
you need to find out what the concrete was originally sealed with. If the concrete was sealed with water base most products will bond to it. If the concrete was sealed with laquer base sealer a water base wont bond to it now. If the concrete was sealed originally with a urethane it probably...
