That is the main contactor, it is controlled by the thermostat in the house. Most are powered by 24 vdc transformer and when powered complete the 240 vac to the compressor and the 120vac to the outside fan.
Id start @ the t-stat or transformer.
The thermostat works with the heat and when I set it to cool, it kicks on the fan but the AC does not come on. Maybe I should call and AC guy, any here on the boards? My place is in La Mirada.
I no longer have a contract with Johnstone supply, and I dunno know if they sell to the public, but if you take the old contactor in they'll have what you need.
Pull the main breaker/fuse at the outside unit and pull the plug on your furnace before you attempt to remove it.
Or call an A/C guy.
Where you located, maybe one of the guys on the board will stop by and help you out.
They may be really backed up on calls.
I am in La Mirada and I am thinking it is that part as it gets voltage everywhere I put the voltage meter on.
Are you getting 24 Volts through the two WHITE outside wires connected to the white connectors?

Who do I ask for?
Ask for the guy that's sitting at his desk posting on RDP's!
