This was the announcement that came out.
Fannie Mae announces tighter standards on investment properties
Fannie Mae recently announced they are limiting their acquisition of second home and investment property loans to 7% of their total purchases.
This change is industry-wide.

The changes that I saw as a lender were the hit for cash-out on investment and second home on higher LTV's had a much higher interest rate.
