I ask because they are putting these in on the side of a street where there are no houses and don’t think there can be. Plus impeding my travel to my house job. :p

could be for either. Definitely manholes, are they widening the road?

Just seem to be burying them. Not widening street. Houses on one side, a field then a school set way back.

Flood channel. Sewer is typically green plastic or black steel.
