It's my understanding that the US government did shit like that (a different way though) in Vietnam to flood the Ho Chi Minh trail and cut off VC supply routes, the problem is that they couldn't control how much it rained or how long it would rain for. But I agree when the drought gets critical they should do something.

Charles Hatfield the vacuum cleaner salesman who took the $ 10,000 offer in January of 1916 to fill San Diego's Lake Moreno, and ended up flooding downtown San Diego and many other surrounding areas.
The story goes, he used a rudimentary form of Cloud Seeding. He filled Lake Moreno, but for his trouble, the apparently the city father's were most displeased with him flooding downtown and Charles never got a dime.

I've read that currently 8 western states are cloud seeding when weather conditions seem appropriate hoping to mitigate the drought.

Wait, this would solve our water problem and stop climate change. As the rain evaporates, it cools the air. Win, win.
