The morning news was talking about the fact that he is offering free beer for a vaccine even though biden claims he has never had alcohol, they even stated that it's odd that we have had 2 presidents in a row that have never had alcohol.

What I would really like to know, is how these states like California are able to have a list of vaccinated people for their lottery? I thought a centralized health record system didn't pass and as of right now it is illegal for the government to obtain ones medical record without a warrant or written permission from the patient?
