I was about to head down to Moreno Valley to meet a buddy and I check the cad and this pops up anyone in the area

No idea what that is. The caltrans quick map just shows the same CHP alert.

Maybe the signal went out?

Waze took me down that canyon road a month ago when the 10 and 60 were jacked up. It was a pretty drive! I did get stuck behind the train tho! Maybe a train is down at the crossing?

That whole canyon is bumper to bumper every day at 4:30 to 5:30 with people trying to avoid the 10 or 60. A very long train could easily hold up 100+ cars because you will have to wait for it twice quite often. A head on collision on that two lane road would do the same thing.

That entire stretch shows up solid Red on Tom Tom Incidents, just doesn't state why ?

I was gonna say sounds like a typical day. This is what it looks like right now.
