My brother did that when we were kids living in Norco.
My pops told my 8-9 year old brother to tie the dog up. So he did - to my dad's panel truck!
Pops and I got in his truck and drove down the street when some kid said "Hey mister, why you dragging your dog around?"
My pops scooped him up and brought him home. The dog's side was total road pizza. But, we didn't have money and my mom kept the dog alive with (then) legal over the counter antibiotics. No vet visit and the dog lived.
He was drug from 5th Street to the Circle K on 6th - that's one country "block." Ouch.
