Correct.
But if this were to somehow gain traction and be implemented, it would be logical to assume that the next move would be reverse phase out. A combination of transfer restrictions (can’t sell or buy cars older than xx for instance) and outright banning past a certain age.
Or just crank the tax penalties and smog requirements through the roof for the same result.
Historically, they don’t stop at one thing.
