Looks to be a die punch, to cut reliefs for fold over perimeter...looks like his may have a depth gauge/stop.

It's cutting "V" notches, used to line up pieces before sewing.
I've only seen them cut by hand with scissors, this would be a nice tool if you did lots of upholstery.
