Hydraulic steering question

i bought a kit from cp performance and it came with a reservoir tank.is it necessary to use it?it says it needs to be higher than my power steering pump but my engine hatch won't allow it.i can get the bottom of the reservoir to be even but not above

I started with Imco Dual ram, single drive, steering cable. Upgrade to Imco tilt helm, now full hydraulic. Did not use auxiliary reservoir tank. No issues.
