Just a bit of history behind this. Since ancient times, flags have been used for communication in the military. Think US Navy semaphore in WWII films. By flying a flag upside down in a fort or post it did several things.
1 Signaled troops to the fort was in distress and needed help
2 made sure troops returning to their post were not ambushed by the enemy.

Obviously, with modern communications, this isn’t needed on a modern battlefield, but it is VERY symbolic of our fight today.
