Was down in Cabo in the late 80's fishing. Buddies and I walking around town, which was a shit-hole compared to today, stepping over an occasional dead dog.
They were building some two story block structure, blocks had been placed and filled with concrete, with the occasional rebar protruding vertically.

I noticed there was no electrical in the blocks, no conduits stubbed up, nothing visible. But there was a worker chiseling out block from about receptacle height up towards where the first floor ceiling would later be poured. Curious I walked over and watched for a bit. Found one guy who looked like El Jefe and asked why he was chiseling out block for the electrical instead of having it in the pour.
Guy looked at me with a very curious expression, more like an obvious DUH, " Then what would the worker who chisels have to do ? " Well there ya go, he did have a point.

Custom ladders and rebar out of columns for years. I have heard that they leave the rebar and say it is not complete so they are not taxed. Not sure how true that is.

What I had heard as a kid, fishing with Pops in the 80's, was the rebar was left stubbed out of the lids so they could add floors later
