Kind of sad though, when the only two countries to vote against it were one that fought with the Nazis, and one that lost many soldiers to them. Lots of concrete construction in the area. I've never looked into why, but a lot of those countries have it...especially with heavy military areas.

Never researched much on "neutron" bombs. They were the ones that were supposed to kill and not destroy infrastructure. A fission or fusion bomb, like the stuff we watched videos of in Nevada and cold War testing, are still explosions with concussion and shock wave. I think a "ground" detonation does more structural, and places more fallout in the air. Longer lasting effects. An "air burst" does more damage, over a larger area, to electrical systems due to the electromagnetic pulse.
