California becomes first state in U.S. to ban plastic bags at grocery and convenience stores. 10/01/2014
San Francisco was the first city in the United States to ban the use of plastic shopping bags in 2007, according to a story by SFgate.com at the time. Customers will presumably still be able to use paper bags at San Francisco grocery stores.
Fast forward to 2020:
San Francisco order bans reusable bags from grocery stores in effort to fight coronavirus. 4/2/2020

Under SB270, plastic bags will be phased out of checkout counters at large grocery stores and supermarkets such as Wal-Mart and Target starting next summer, and convenience stores and pharmacies in 2016.
