live here in Havasu and looking for something cheap to go low key off road, desert bar, stay on trails, etc. Razors, etc. too much for me rather spend on boating.....To my point will the type of sand rail pictured get the job done?

Absolutely. It's pretty much all about how much comfort are you willing to put money on. For years rails just like that were the option. Take it out and have a blast.

One more question, what is required for this unit to be street legal? Front, rear, brake lights? Muffler I suppose?

Had a friend run rail like that for years out here and had a lot of fun in it. There is no one perfect Desert vehicle just like boats.

Great......Closing the deal at $2,200 very clean with new clutch, plate, tires, etc. Has a 1600 VW with High Jumper frame. Price seems good? As compared to others but I'm no expert thus my questions?

At that price point I don’t think you can go wrong Volkswagens are relatively cheap and you can have a shit ton of fun with that.
