Scoop problem

I must be missing something. I have been trying to get the scoop off my for quite some time. I’ve already cut allen wrenches modified a pair of needle nose players. How am I supposed to get that back spark arrester out so I can lift the scoop?

Some needle nose channel locks. The replace the Allen head bolt with a regular hex head bolt so a wrench can be used in the future. Or get low profile spark arresters

I tried that. My only fear is once I get it out how will I ever get my hand in there to a line up the bolt to go down into the carburetor when I put it back on?
