In a previous posting a few weeks ago a member posted in the threads a link to the latest requirements of the the U.S. Coast Guard regarding updating life preservers, ski vests, horns, signal flares, throw rings, etc. I am hopeful a member can repost the posting with the link in it. It had the Coast Guard links in the body of their posting. I have searched extensively in the forums and have not been able to find the original posting with the links. Thanks in advance if a member posts it up in response to this request.

You should be looking for boating laws in your state, not the Coast Guard's.

The CG has no enforcement on inland waterways unless they are navigable for shipping. State laws generally follow federal laws, and it's the states that enforce marine law.

Except looking again I see you are in Burbank. If you boat in the Pacific, Coast Guard laws do apply. Do a Google search, uscg.mil works too.
