What time is La Habra going down?
Ok I can buy that, but at a bus stop? That would be oddThose are Gabion baskets and look like they are being used to cover steel bollards around the crosswalk.
Not impossible to open up but will take some work too.

Installing bollards at bus stops is now pretty common. Prevents traffic from plowing through where people will gather waiting for the bus. Installing gabion cages just makes it look prettier. Also makes it more dangerous. If a car hits that cage it will be stopped by the hidden bollard but now there are 100 flying rocks to kill the pedestrians.
