Need help identifying actuator

Hello fellow boaters I have 2001 triple axle competitive trailer, 2 axles have disc and has a 2 5/16 ball,every time i put brake fluid in the master cylinder it goes ampty and brakes aren't working. And I don't see a leak in any of the wheels or under the tongue. Thanks for all the help. Happy 4th!
