JPG to DXF: convert jpg to dxf for free online (anyconv.com)
Word up! I don't have a program but I use this website to convert to dxf's. It works okay. I always need to do some clean up work. Let me know how it works for you.

I've tried that one a couple times! It's one of the better free websites. I might just trace the picture by hand and upload the outline. Its a very detailed pic
