While the ski flag DOES mean skier down, there's nothing in the law that says it can't be flown at any other time. If a cop ANYWHERE starts spouting off stuff that you KNOW is bullshit, ask politely for the number and text of the specific law statute.

I had a rookie who was telling me about a traffic stop he made. He started off describing that he saw the car change lanes in an intersection. I stopped him right there and tossed him my copy of the traffic law book. I told him to find me a statute that says changing lanes in an intersection is a violation. He stared at me for a few seconds and said: "But everyone knows that you can't change lanes in an intersection." (He grew up in California). I then chewed him out for not knowing or understanding Arizona laws. I told him no one gives a rat's ass what they do in California, and if he had found a load of meth, carried by a bunch of illegal alien gang members with underage prostitutes making kiddie porn, they would all WALK, because HE didn't know the law.

As a citizen AND (former) Law Enforcement Administrator, I absolutely HATE it when cops make up laws to cover for their lack of knowledge and understanding of what the actual laws say. If they don't know or aren't sure, they should find out, or go back to flipping burgers.
